Message of the Governor to the People of California Dealing With Their Water Problem

Alleviating drought in California during the Dust Bowl.

“Nearly every section of the State has felt the effect of the water shortage that has come upon us during the long period of drought of the past several years. A real emergency exists. An equitable, constructive and immediate solution of the problem is essential to future well-being of the state.” – pg. 4.

From 1922-1926, and again from 1928-1937, the state of California experienced an extended period of drought. Exacerbated by the greater problems faced by the Great Plains during the Dust Bowl, the lack of rainfall and adequate water resources severely threatened the economic livelihood of the Golden State (mainly reliant upon agriculture). Newly elected California Governor James Rolph, Jr. saw significant infrastructure development as the best solution, as outlined in this report issued during his inaugural year.

The volume’s 50+ pages present a compelling case for immediate action. Photographs of flooded farmland and parched orchards highlight the disparity in local water resources. Text of proposed resolutions, the creation of water resources committees, and a basic outline of what would eventually become the Central Valley Project are all included, in addition to two single-page color maps. The first highlights the uneven distribution of water resources across the state. The second showcases the major features of the proposed plan to develop canals, reservoirs, and dams – all in order to secure California’s vital water supply.
