“An enormously important question of priorities is facing the American people. Where do we, as a nation, perceive the greatest threat to our survival? Is it from “within,” in the poverty and degradation of our people, or is it, as the Pentagon claims, some external threat which can be met only with increased military power.”

This ephemeral pamphlet was issued in Chicago in early 1978 by the Campaign for the Transfer Amendment. It was issued to promote public support for proposed legislation that would allow for the transfer of earmarked military funds to ‘human needs programs.’ A simple map of Chicago’s regional neighborhoods is accompanied by explanatory text and encouragement to write local elected officials.
